PROCEDURE TO DEVELOP AN ACCREDITATION SCHEME


As local authorities operate the majority of schemes, this procedure assumes that the scheme developer is a local authority. Higher Educational Institutions or other private rented stakeholders developing schemes will need to adapt the procedure accordingly.

* LA has considered need for a scheme and has decided to go ahead

* LA designates lead officer within appropriate Council department

* Discuss viability of scheme with internal and external groups e.g.

  • Private Sector Team
  • Housing Benefit
  • Grants Section
  • Housing Advice
  • Area Renewal Team
  • Local University or College
  • Local Fire and Police Service
  • Local Landlord Group
  • Local Tenant Group
  • Other adjoining local authorities

* Develop a landlord’s forum if none exist

* Form a working group with key partners

* Consult with wider landlord audience

* Consult with local businesses to develop incentives

* Network with other scheme operators as listed in the ANUK Accreditation Directory

* Use the ANUK landlord and tenant model accreditation schemes as the draft scheme

* Consider whether or not to make a nominal scheme membership fee to contribute towards operational costs

* Working group to amend the ANUK model schemes to suit local circumstances

* Present draft scheme to landlord and tenants representatives to obtain feedback

* Amend the draft scheme further in consideration of the feedback

* If thought to be appropriate run a pilot scheme

* Invite all groups and landlords to LAUNCH OF SCHEME

* Use media to promote the scheme

* Provide regular updates on the development of the scheme via newsletters/forums/leaflets

* Review the scheme when appropriate

* Amend the scheme as necessary
